Since the Lisbon Treaty of 2009, which recognized animals as \u201csentient beings,\u201d up to the European Farm to Fork strategy, the demand for more sustainable and respectful production systems has been steadily growing.<\/p>\n\n\n\n<p>At the same time, consumers have also changed perspective: more and more people are willing to pay a premium for products that carry an animal welfare-related label. In Spain, for example, over 60% of citizens say they prefer certified food.<\/p>\n\n\n\n<p>It is within this context that <strong>Welfair\u2122<\/strong> was born\u2014a certification scheme that brings to supermarket shelves the practical translation of two EU-funded scientific projects: <strong>Welfare Quality\u00ae<\/strong> and <strong>AWIN\u00ae<\/strong>. An innovative system that combines methodological rigor, transparency, and public governance.<\/p>\n\n\n\n<p>In this article we will analyze in detail:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the structure of Welfair\u2122,<\/li>\n\n\n\n<li>the assessment criteria,<\/li>\n\n\n\n<li>the benefits for companies and consumers,<\/li>\n\n\n\n<li>the future challenges for European and international expansion.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\">What is Welfair\u2122 and how it started<\/h3>\n\n\n\n<p>Welfair\u2122 is a public animal welfare certification label developed in Spain in 2017 through the collaboration of two research institutes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>IRTA (Institute of Agrifood Research and Technology)<\/strong>, based in Catalonia, responsible for methodology and owner of the brand,<\/li>\n\n\n\n<li><strong>NEIKER (Basque Institute for Agricultural Research and Development)<\/strong>, which manages statistical processes and verification systems.<\/li>\n<\/ul>\n\n\n\n<p>The system was born out of two major European projects:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Welfare Quality\u00ae (2004\u20132009)<\/strong>, which defined four universal criteria for animal welfare:\n<ul class=\"wp-block-list\">\n<li>good feeding,<\/li>\n\n\n\n<li>good housing,<\/li>\n\n\n\n<li>good health,<\/li>\n\n\n\n<li>appropriate behavior.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li><strong>AWIN\u00ae (2011\u20132015)<\/strong>, which extended the model to previously overlooked species such as sheep, goats, and turkeys, introducing new direct observation methodologies.<\/li>\n<\/ul>\n\n\n\n<p>The goal of Welfair\u2122 is to assess and certify animal welfare on farms and in slaughterhouses through scientific, transparent, and constantly updated indicators.<\/p>\n\n\n\n<p>Today, the label is present in over 25,000 farms and more than 4,000 retail outlets in Spain and Portugal, and it is expanding towards Latin America.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">How the Welfair\u2122 system works<\/h3>\n\n\n\n<p>The strength of Welfair\u2122 lies in its dual scientific governance.<\/p>\n\n\n\n<p><strong>The role of IRTA<\/strong><br>IRTA leads protocol development and is responsible for:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>drafting and updating technical manuals,<\/li>\n\n\n\n<li>defining assessment functions, converting collected data into a score from 0 to 100,<\/li>\n\n\n\n<li>training and accrediting certification bodies.<\/li>\n<\/ul>\n\n\n\n<p>The institute relies on a multidisciplinary team of veterinarians, ethologists, and biostatisticians engaged in international research networks and regularly publishing scientific studies.<\/p>\n\n\n\n<p><strong>The role of NEIKER<\/strong><br>Building on its experience with AWIN protocols, NEIKER manages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the centralized database of data collected during audits,<\/li>\n\n\n\n<li>statistical consistency analyses,<\/li>\n\n\n\n<li>biennial reviews of scoring algorithms in light of new scientific evidence.<\/li>\n<\/ul>\n\n\n\n<p><strong>Training and accreditation<\/strong><br>Auditors wishing to work with Welfair\u2122 must complete a rigorous three-day training program with theoretical and practical exams on animals. Only those who demonstrate high-level competence are admitted to the official register.<\/p>\n\n\n\n<p>Certification bodies themselves must be accredited under ISO\/IEC 17065 and comply with strict quality procedures.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Welfair\u2122 scoring structure<\/h3>\n\n\n\n<p>One of Welfair\u2122\u2019s distinctive features is its <strong>animal-based measures<\/strong>, rather than purely structural criteria.<\/p>\n\n\n\n<p><strong>How data is collected<\/strong><br>Auditors assess indicators such as:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>body condition,<\/li>\n\n\n\n<li>presence of lameness or injuries,<\/li>\n\n\n\n<li>social interactions,<\/li>\n\n\n\n<li>animals\u2019 response to human contact.<\/li>\n<\/ul>\n\n\n\n<p>Each measure is converted into a score (0\u2013100) and weighted according to ethological importance demonstrated in scientific literature.<\/p>\n\n\n\n<p><strong>The classification system<\/strong><br>The final result is expressed in four classes:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Not acceptable (&lt;20),<\/li>\n\n\n\n<li>Acceptable (20\u201355),<\/li>\n\n\n\n<li>Good (55\u201380),<\/li>\n\n\n\n<li>Excellent (>80).<\/li>\n<\/ul>\n\n\n\n<p>Certification, however, is denied if even one fundamental criterion falls below the minimum threshold: severe suffering cannot be offset by good performance in other areas.<\/p>\n\n\n\n<p><strong>A \u201cliving\u201d algorithm<\/strong><br>Every two years the evaluation algorithm is updated:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>if an indicator proves to be poorly predictive, it is downgraded,<\/li>\n\n\n\n<li>if new research (e.g., correlation between lameness and cognitive decline in cattle) shows stronger links, the score is recalibrated.<\/li>\n<\/ul>\n\n\n\n<p>This dynamic approach makes Welfair\u2122 a continuously evolving system that integrates the latest scientific advances.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Impacts of Welfair\u2122 on the market and farms<\/h3>\n\n\n\n<p><strong>Diffusion and recognition<\/strong><br>From the first logo on a Catalan milk carton in 2014, today Welfair\u2122 has become a widely recognized label in thousands of supermarkets. Its expansion now extends to Argentina and Chile, marking the beginning of an international journey.<\/p>\n\n\n\n<p><strong>Consumer trust<\/strong><br>A 2024 survey found that 82% of Spanish consumers are willing to pay more for animal welfare-certified products, with even higher percentages among millennials.<\/p>\n\n\n\n<p><strong>Improvements in farming practices<\/strong><br>Data collected show tangible results:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>24% reduction in the use of critical antibiotics in certified fattening pigs,<\/li>\n\n\n\n<li>15% reduction in clinical mastitis in dairy cows.<\/li>\n<\/ul>\n\n\n\n<p>These improvements not only enhance animal welfare but also result in greater production efficiency and reduced environmental impact.<\/p>\n\n\n\n<p><strong>Access to sustainable finance<\/strong><br>Some Spanish banks have introduced Welfair\u2122 among the criteria for green loans, granting more favorable conditions to companies that maintain a \u201cGood\u201d or \u201cExcellent\u201d score for at least three consecutive years.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Challenges and future outlook<\/h3>\n\n\n\n<p>Despite positive results, the model still faces some critical issues.<\/p>\n\n\n\n<p><strong>Access costs<\/strong><br>The system requires a fixed fee of \u20ac215 + \u20ac16 per farm code, in addition to audit costs. A significant expense for small farms, potentially limiting large-scale adoption.<\/p>\n\n\n\n<p><strong>Frequency of audits<\/strong><br>Audits are carried out once a year: this limits the ability to detect critical events, such as heatwaves or sudden episodes of animal stress. The proposed solution is integration with IoT sensors (microphones, cameras, environmental sensors) for continuous monitoring.<\/p>\n\n\n\n<p><strong>Risk of regulatory fragmentation<\/strong><br>With the European Commission working on harmonized indicators, there is a risk that each country will maintain its own scheme (e.g., ClassyFarm in Italy, Initiative Tierwohl in Germany).
